2005 witnessed extraordinary growth and economic activity in Angola. The combination of high oil prices, increased oil production, and substantial loans from China, Brazil, and other countries produced a GDP rate of around 15%, bolstered foreign exchange reserves, and stimulated growth in the non-oil sector, especially in construction, services, telecommunications, banking, diamonds and agriculture. With the projected continuation of high oil prices and further increases in oil production, the GDP rate is expected to reach 25% in 2006. At the same time, the government has made progress in bringing down the rate of inflation and stabilizing the foreign exchange rate with the hope that the inflation rate can be brought down to single digits in 2006.

As I look back to 2005, what really impresses me is that the Chamber has demonstrated a considerable level of maturity and that its reputation is well established both in the US and Angola (and elsewhere, for that matter).  In particular, I am really pleased with the results of our efforts in Angola.

2005 started on a very positive note: the success of the first ever fundraising event (the Gala Dinner in December 2004), which allowed us to establish a permanent representative in Luanda for the first time in March 2005.  You all know how the work of Liliana de Sousa and Paula Morais has resulted in increased membership recruitment, superior provision of local services for members in Angola, better event coordination, and enhanced reputation in Luanda.  The success of the second Gala Dinner in December 2005 will allow us to continue this arrangement.

Several years ago, Africare made the mistake of beginning measles vaccinations in Cuando Cubango Province ahead of the scheduled national campaign. Having just arrived in Luanda, I paid what I expected to be a routine courtesy call on Dr. Teresa Cohen, then Deputy Minister of Health. It was a sobering experience.

The US-Angola Chamber of Commerce has had an active and productive year. The very successful working groups format in Washington continued. Six meetings were held with the USAID Mission Director, World Bank/IMF, Vice Minister of Health, American Ambassador to Angola, Minister of Finance, and the Angolan Ambassador to the United States. Notes of the meeting with Ambassador Diakite are included elsewhere in this report. The Chamber would like to thank BP and Chevron for holding these events in their Washington offices.
