The US-Angola Chamber of Commerce achieved two significant milestones during the first half of 2005. The first major accomplishment was to establish an independent presence in Luanda. During the last several years, the Chamber received outstanding support from Chevron in representing our interests in Angola and we are indebted to the team at Chevron for the many ways in which they helped us over the years. It is gratifying to know that we can continue to count on Chevron to support our programs and activities in Luanda and Washington.

The Annual Meeting was convened at the offices of BP in Washington, DC, on June 20th by the Chairman of the Board of Directors, Filippo Nardin. In his welcoming remarks, the Chairman highlighted some of the activities carried out by the Chamber since the last annual meeting. These included the Gala Dinner in Luanda in December 2004, the Business Symposium in May 2005, and the establishment of a Chamber office in Angola. The USAID Mission Director in Angola, Diana Swain, briefed members of the working group on May 24, 2005, on program initiatives in Angola. While humanitarian assistance had constituted the bulk of USG aid in the past, these levels were dropping dramatically and the focus had now shifted to transitional strategies. Priorities were capacity building, governance issues, health and HIV/AIDS, and land and food security. Swain emphasized the importance USAID attaches to creating public/private partnerships to address these critical challenges. Partnerships had been established in the areas of HIV/AIDS, malaria, agricultural resettlement, and micro financing, creating synergies and mobilizing larger resource bases through these arrangements. Chevron and ExxonMobil had taken leading roles in this respect. (In June, Lazare Kaplan also signed a Memorandum of Understanding with USAID for social projects in Lunda Norte.) In response to a question, Swain noted the budgetary constraints that USAID/Angola faces but said it was possible to tap into global funds to increase the size of the pie for Angola. As one example, she cited the prospect of securing funds in the energy sector, but other opportunities existed as well. (Subsequent to the briefing, the US Government announced a major grant to combat malaria in Angola. $10 million is earmarked for this program in the first year and $15 million during the second.) During the discussion period, many suggestions were offered for USAID involvement in critical sectors of the society and economy. Swain acknowledged that there were many roads worth exploring, ranging from education to rule of law and business development, but choices had to be made in light of available resources.

 INACOM Announces New Telephone Numbering Plan for Fixed Lines
 (Courtesy of ANIP Newsletter)

 On June 26, Angola’s fixed line telephone system will add three digits to the country’s telephone numbers.
 The current six digit customer number will now be preceded by a fixed service code, a provincial or city code
 and the telephone operator code. The fixed service code is 2, while each province or major city will have its
 own code and each telephone operator will have its own code. For an Angola Telecom telephone line in
 Luanda the new digits are: fixed service code (2), the code for Luanda (2), the code for the operator (2),
 followed by the individual subscriber’s six digit number. For international dialers, Angola’s country code
 remains +244 and would precede the fixed service code.
